Sending a Mail

·       All inmates of the Clackamas County Jail will be allowed to send and receive mail.

·       No mail or notes may be left at the Jail for inmates: all such materials must be received through the U.S. Mail.

·       Inmates may not send, receive, transfer or possess materials in violation of the rules governing the Clackamas County Jail.

·       It is the inmate's responsibility to notify their family and friends about the mail rules and regulations.

Sending Money

An inmate may use money in his or her account to pay for fees or to purchase products available through the Jail's commissary -- including toiletries, writing paper, envelopes, pencils, postage, and snack items.

Cash, money orders, or bank cashier's checks are not accepted through the mail.  Money received will be returned to sender.

To place money in an inmate's trust account:

Telmate Kiosk: To make a deposit in an inmate's account, go to the front lobby of the Clackamas County Jail (2206 Kaen Road, Oregon City, OR 97045). The jail will accept deposits between the hours of 7 a.m. to 11 p.m., 7 days a week, 365 days a year, barring unforeseen emergencies. The Telmate Kiosk accepts cash or credit/debit cards.

Internet Payments: Utilizing credit/debit cards, funds can be placed on the inmate's trust account or phone account. Click here to use the Telmate internet feature to place funds on an inmate account.

Toll-Free Telephone: Utilizing credit/debit cards, you may contact Telmate Customer Service at 866-516-0115 to place funds on the inmate's trust account or phone account.

Funds may take up to 72 hours to transfer to an inmate's commissary account.

Phone Calls

The Clackamas County Jail provides telephone usage to inmates so they can maintain personal communications and ties with friends and family to facilitate their future transition from jail life to community life.

  • Telephones are available in all housing units at the Jail, with the exception of disciplinary blocks.
  • Telephone calls may be monitored or recorded to prevent introduction of contraband and to prevent violations of law and/or jail inmate rules.
  • Unrestricted inmates may use these telephones to call collect locally or anywhere in the United States as long as the call recipient will accept the collect charges.
  • The telephones are for outgoing calls only; they will not accept incoming calls.
  • To add money to inmate account to make calls, you can contact Telmate (the inmate telephone provider) at (866) 516-0115 (toll-free).
  • You can add inmate funds for telephone access anytime, day or night, from Telmate's website ( https://pay.gettingout.com/#/ ). Money is posted instantly to the inmate's account for use.

Visiting Rules

Visitation is through video relay and by appointment only. These visits may occur at the jail for free or at home through an at-home video visitation paid service. Appointments may be scheduled up to one week in advance, but no fewer than 3 days in advance.

Each inmate is permitted a maximum of four visitors per week. Each visitor can only visit twice per week.

Citizens wishing to visit an inmate must register online at http://videovisweb.clackamas.us . Those who do not operate a computer can submit a handwritten request form [ PDF format ] The form is also available at the Clackamas County Jail Public Lobby. You must complete one form per visitor and all forms must be submitted via the U.S. Postal Service to the following address:

No person(s) will be allowed to visit who are not on the list or have been listed incorrectly on the visiting form.

Visitor Requirements

  • All visitors must arrive at least 15 minutes prior to the time before they want to visit.
  • All visitors will be required to show photo identification except for minor children of the inmate.
  • All persons visiting in the jail or over the internet will maintain a calm, quiet, and orderly demeanor for the entire length of the visit.
  • Use of cell phones are not permitted in the visiting area.
  • Visitors visiting at home through the internet service must follow the same rules as if they were in the facility visiting.
