Orange County Jails in California have three different locations: The central men and women’s jail, the James A. Musick Facility, and the Theo Lacy Facility.

The Central Men’s and Central Women’s Jail opened in November of 1968, and they are traditional linear style (cell block and dormitory) facilities which house both sentenced and pre-trial maximum-security inmates.

The Central Men’s Jail houses 1433 inmates and Central Women’s Jail houses 380 inmates.

Inmates are allowed to send and receive unlimited correspondence. All incoming/outgoing mail is subject to search prior to being delivered.

Mail must meet the following guidelines:

  • Mail must contain both the inmate’s name and booking number and the sender’s name and return address.
  • Photographs depicting gangs, gang hand gestures, weapons, drugs, unlawful activities are not allowed. Any material tending to incite or promote racism, violence or any other prohibited conduct is prohibited.
  • There is a maximum of 10 items of correspondence allowed per envelope. These items of correspondence include but are not limited to: hand or typewritten items, photocopied or printed material, photographs, newspaper or magazine cut-outs, or greeting cards.

Mail Containing the Following Items Will Not Be Accepted:

  • Items containing foil or metal of any type, glass, wood, hard plastic, rubber, hair, leaves, flowers, paperclips, jewelry, staples, whiteout, colored paper, tracing paper, etc.
  • Wall posters, travel brochures, catalogs, wall calendars, or any other item larger than a legal-size piece of paper.
  • Credit cards, personal checkbooks, original certificates (marriage license, driver’s license, diplomas, etc.).
  • Any food items
  • Any article of clothing, hygiene item or other personal property.
  • Third-party letters. (Correspondents may not forward letters from one person to another.)
  • Any item that contains any unknown substance or unknown odor (stains, lipstick, perfume, smoke, etc.).

Sending Money

Money orders must be made payable to the "Orange County Sheriff’s Department," with the inmate’s name and booking number on the reference line of the money order.
Personal checks, cashier’s checks, corporate checks, and payroll checks are not accepted.
Five hundred dollars is the maximum amount inmates may have on their account at any time.

Phone Calls

Global Tel Inc. (GTL), an outside vendor, is currently used to provide inmate telephone services.

All calls are subject to recording or monitoring.

Sign-ups for visits are not accepted after 5:30pm.

  • Visitors are required to show valid photo identification prior to a visit. Only government issued ID’s are accepted.
  • Each inmate is allowed one visit per day.
  • Each visit will last a minimum of 30 minutes.
  • Two adults and one child under five may visit. Only two visitors plus one child under five years of age, or one adult and two children under five years of age, will be permitted to visit any one inmate.
