Sending a Mail
Inmates in Minsec - Chester are allowed to receive mail while in prison, although there are restrictions to what they be sent. Letters on plain paper can be sent, along with photos no larger than 8x10. Inmates are allowed to have up to 25 photos in their possession at one time. Sending Money
Money can be deposited into an inmate’s account through a variety of methods. The Pennsylvania Department of Corrections utilizes Access Corrections, a third-party provider that allows family and friends to deposit funds through mail, telephone, internet or kiosks at the facility.
To deposit funds into an inmate’s account, you must know their full name and offender number.
To mail money orders, send the order with a deposit payment form.
Faster deposit methods include over the phone or via the internet. Call 1-866-345-1884 to make a deposit by card, but be aware that there is a $6.95 processing fee for both these methods.
One can also deposit funds at kiosks at the Minsec - Chester, including cash or by card. There is a minimum $3.50 transaction fee.
Phone Calls
The Pennsylvania Department of Corrections utilizes CenturyLink for the inmate phone system. While inmates are not allowed to receive calls, they are allowed to make outgoing calls. Family and friends must set up a prepaid account with CenturyLink to receive calls from an inmate.
Call rates vary from $0.10/minute for prepaid calls to $0.95/minute for calls to other countries. Interstate calls can rise to $0.19/minute.

Visiting Rules
Visiting an inmate is highly encouraged, as visits help inmates cope with life in prison. Hearing news of the outside world and seeing loved ones will help motivate inmates to have good behavior, as well as make reintegration into society smoother.
To visit an inmate, family and friends must fill out a visitor application form and send it to Inmate Visiting Office, 201 East 12th Street, Philadelphia, PA, 19013-5961. Once you pass the background check, you will be added to your inmate’s approved visitor list. Approval can take anywhere between 20 and 45 days. Children under 18 may visit inmates with a guardian.
Visiting schedules vary between institution and regularly scheduled visits are subject to change based on inmate behavior or other factors. Check with your inmate’s housing unit before visiting for the schedule.
During the visit at Minsec - Chester, inmates and visitors should remain calm, seated and quiet. Physical contact beyond a quick hug, kiss or handshake is not permitted. Visitors will not be allowed to re-enter the visit if they leave for the restroom or any other reason.

How Often Can I Visit?
The amount of times you can visit an inmate is determined by their security level and personal conduct. No visitor may conduct more than two hours per visit per day.
