The David L. Moss Criminal Justice Center, also known as the Tulsa County Jail, has 1,980 inmates on any given day.

The Programs and Education Unit of the Tulsa County Jail strives to offer a variety of classes and programs in order to provide inmates with a new or improved skill set to assist in reducing recidivism. Each year 20-30 people graduate with a GED and are presented with a Certificate of Completion.

Inmate Search

To see the current persons in Custody in Tulsa County Jail, search the Tulsa County Jail Inmate Search.

Search the roster, and when you click on an inmate’s name, you will see the following information:

Sending a Mail

All incoming and outgoing mail except legal, religious or official mail, regular letters or plain white postcards, no larger than 5.5” by 8.5”.

Personal mail containing official documents or documents that the inmate needs to complete and return, will be forwarded to the inmate with instructions, if included in the envelope.

Family and friends may mail either regular letters or plain white postcards or postcards that contain approved computer-generated images.

As with all mail, postcards being sent out must be properly marked with the inmate’s first and last name and DLM# in the return address section. Postcards coming in must be correctly filled out, listing the inmate name, both first and last, and the DLM#.

Sending Money

All cash found on an inmate at the time of booking will be deposited to the inmate's trust fund account. Only Cashier’s checks or money orders are accepted by DLM. All Cashier’s checks or money orders must be made payable to Tulsa County Inmate Trust Fund.

Inmates at David L. Moss Criminal Justice Center may receive funds for their trust fund account as follows:

In-person:

  • Kiosks are situated in the DLM front lobby. The kiosks can be used to add money to an inmate’s account using cash, credit card or debit card. (Courtesy fees apply.)

By Mail:

  • Money orders or cashier’s checks made payable to Tulsa County Inmate Trust Fund may be mailed.

  • The name of the inmate and their DLM number must be written on the money order. Do not put this information in the “Pay to the Order” space.
  • There must be a return address on the envelope containing the money order.
  • All the identifying information must be legible, complete and correct or the money order/cashier’s check will be returned to sender.
  • Cash received by mail will not be accepted and will be returned to the sender.

Phone Calls

Inmates will not be permitted to receive telephone calls in this facility. Telephones are available in each pod. All phone calls will be made “collect”.

Telephones will be turned off during head counts, meal times and any time the pod officer believes it is necessary to do so. Inmates will ordinarily not be limited in the number of collect, local, or long-distance calls they may make.

Visiting Rules

Only immediate relatives will be approved for an on-site visit and all visitors will be required to provide documentation substantiating their relationship. Documents that will be accepted as proof are birth certificates, marriage licenses, guardianship paperwork or other legal documents.

Anyone wanting to visit with an inmate on site at DLMCJC must complete and submit a Visitor's Request Form. The forms are available to complete on-line, or the form can be downloaded to be completed by hand. The forms may also be picked up from the lobby of DLMCJC.

In person visitation time is from 8:00 AM - 3:30 PM on Friday and Saturday.

Video visitation at DLMCJC can also be arranged through the HomeWav website. For off-site video visits, there is a cost associated with this service. For on-site video visits, there is no cost.

On site (at DLMCJC) Video Visitation Times - everyday from 8:30 AM - 4:30 PM

  • On-site video visits will be completed on the units in the DLMCJC lobby. These visits will be available only to immediate relatives upon completion of a background check.
  • There is not a cost associated with this service, but the visit does count as the inmate's one visit per week.

Off-site Video Visitation Times - every day from 8:30 AM - 10:00 PM

  • Video visitation from external sources can be scheduled through the HomeWav website. There is a cost associated with this service.
  • These visits do not apply towards the inmate's ‘one-per-week’ limit and no background check will be required.
  • These visits are not limited to immediate relatives.

Visitation Details

  1. Visits will be granted based upon time, space and availability.
  2. The length of visits is limited to 15 minutes.
  3. Visitors need to be present at the facility no more than 30 minutes prior to their visitation. Visitors must check in no later than 3:00 PM.
  4. Visitors may be asked to wait during mealtime or facility lockdown.
  5. One visit per inmate per week.
  6. Visitors must be at least 16 years of age and have photo identification or certified birth certificate or school-issued identification. Children younger than 16 years old may be approved for visitation by the Jail Administrator.
  7. The Tulsa County Sheriff's Office reserves the right to terminate a visit at any time.
  8. Visitors should contact the facility by phone or email for any additional information needed.
